MASTER PLAN STEERING COMMITTEE
MEETING MINUTES
January 29, 2008
6:30 P.M.

The meeting was called to order at 6:30 p.m.

Element team leaders were given a deadline January 25, 2008 to submit revisions or elements were going to be used as is. Revised element and implementation reports for Transportation, Public Facilities and Open Space were received.

R. Sheils distributed a draft of the Land Use Element. P. McManus had minor amendments to incorporate based on the distributed draft.

E. Starkus asked why the Community Preservation Act was not incorporated as a goal. It was expanded on in a paragraph under possible funding sources but he felt it should be incorporated as an implementation goal. It is a funding resource to achieve many of the goals mentioned in the implementation chapter and thought of as a tool to achieve goals. It was agreed to be mentioned in the preface of the relevant sections where CPA can be utilized as a funding source, historical preservation, open space preservation and affordable housing.

The Committee discussed how to choose high priortiy items to include in the preface of the Implementation section which will be place in chronological order and also identify potential conflicts. The Phasing Table will be revised to reflect revisions made by element leaders and the steering committee will choose fifteen high priority implementation items for years 1 through 6 and the top votes will be discussed, voted on and included in the preface.
